    By Desk2022년 01월 22일Updated:2026년 03월 08일3 Mins Read

    By IndieGame.com Desk | Updated: January 2, 2026

The Ministry of Culture, Sports and Tourism (MCST) and the Korea Creative Content Agency (KOCCA) held the “2022 KOCCA Support Project Information Session” to outline the roadmap for the year’s cultural content development. The gaming sector, in particular, was allocated 77.7 billion KRW, representing 14.2% of the total budget, marking it as a critical area for industry growth.

For indie developers and solo creators (teams) planning a startup, here are the core takeaways from the announcement.

💰 Key Programs for Indie Developers

From the total 77.7 billion KRW game budget, 33.3 billion KRW is managed by the Game Industry Team for direct corporate support.

    1. Level-up Support for Early-Stage Game Companies

    • Objective: To nurture global leaders by providing a step-by-step growth system for startups with excellent ideas.
    • Eligibility: Legal entities established within the last three years that possess a prototype (Alpha version).
    • Details: Approximately 13 startups receive up to 100 million KRW each.
    • Benefits: Beyond funding, selected companies receive specialized consulting in publishing, finance, and investment.

    2. Indie Game Planning & Development Contest

    • Objective: To discover and foster creative indie talent from the early planning stages.
    • Eligibility: Individuals or groups of 10 or fewer aiming for a launch within the project year.
    • Funding: Approximately 20 teams receive up to 10 million KRW each.
    • The Big Advantage: Unlike most government grants, there is no mandatory self-funding requirement.
    • Support: Includes LQA (Localization Quality Assurance), resource development, and mentoring.

    3. Game Content Production Support

    • Objective: To pioneer domestic and international markets through various platforms.
    • Funding Split:
      • General (11.8 billion KRW): Mobile, PC, and advanced fields (VR/AR).
      • New Growth (9.5 billion KRW): Console, Arcade, Board games, and New Tech-based games.
      • Functional (3 billion KRW): Games for education, health, or social impact.

    4. Global Game Hub Center Operations

    • Objective: To cultivate small but strong game companies by providing stable infrastructure.
    • Eligibility: Domestic small/medium game companies or “Game Venture 4.0” (pre-startups or teams < 1 year).
    • Benefits: Office space with reduced rent, access to VR/Mobile testbeds, and shared game resources.
    • Duration: Up to 3 years for tenants and 2 years for venture teams.

    🚀 Global Expansion: “Game Plus.”

For indie developers looking to self-publish abroad, the “Game Plus” (Game 자율 선택 지원) project is essential. With a budget of 7.2 billion KRW, it supports approximately 50 companies by providing a “voucher” that can be used for:

    • Marketing and PR
    • Localization and LQA
