The Ministry of Culture, Sports and Tourism (Minister Park Bo-gyun, hereinafter Ministry of Culture, Sports and Tourism) and the Korea Creative Content Agency (Director Cho Hyun-rae, hereinafter KOCCA) held a briefing session on the 2023 support project at COEX on December 21.
Through this briefing, KOCCA announced the budget status of a total of 623.8 billion won for 2023, which was submitted as a government proposal. This is a 14% increase from the final budget of 547.2 billion won for 2022.
In addition, KOCCA shared support projects by content genres such as broadcasting, game, music, and animation, as well as business plans such as policy finance, human resource training, and support for overseas expansion, through presentations by each headquarters. This budget and business plan will be finally disclosed through project announcements in 2023 after the budget is finalized.
By genre, the budget for 2023 is organized into ▲119.2 billion won for broadcast videos ▲61.2 billion won for games ▲30.8 billion won for music ▲31.7 billion won for anime/characters and 12 billion won for cartoons.
Among them, the broadcast video sector increased by KRW 77 billion from the previous year, showing the largest increase of 183% compared to the previous year. This is an increase to enhance the global competitiveness of K-broadcast video contents through OTT-specific content production support and post-production support for broadcast content.
In the game field, the budget for fostering the game industry, such as production support and human resource training, is 61.2 billion won, and a total of 76.7 billion won will be invested including the game budget of 15.5 billion won included in fostering the local content industry.
In the animation field, the budget for planning and development and production support was expanded, and in the character field, the budget for commercialization of IP licensing was expanded. In addition, in the field of comics, the budget for webtoon company development and job support has been expanded.
Among the KOCCA budgets for 2023, the support budget for each function was organized as ▲R&D 129.6 billion ▲corporate/talent training 49.6 billion won ▲overseas expansion 39.4 billion won ▲investment and loan 15.9 billion won ▲regional development 41.5 billion won. In particular, the budget for overseas expansion support increased by 53.5% compared to the previous year due to new projects such as expansion of overseas expansion bases and provision of in-depth overseas information.
Meanwhile, KOCCA shared five innovation strategies to support the content industry with the industry at a briefing session, and announced plans to promote various projects tailored to field demand, such as establishment of multi-year tasks, complex finance system, and introduction of youth-specific projects.
