An original indie game is coming that uncovers a conspiracy by a state agency hidden behind the exploits of dazzling superpowered individuals.
IndigoBlue Studio, a domestic one-person development studio, released a free demo version of its public agency infiltration reporting simulation game , ‘Bureau of Hero Affairs,’ on Steam on the 29th.
The player takes on the role of a reporter who goes undercover as a new employee at a government agency that manages and dispatches people with superpowers. The goal is to investigate outdated office systems and internal databases to uncover the truth behind a disaster that occurred 20 years ago.
The demo is about 30 to 40 minutes long and allows you to experience the core atmosphere and mechanics of the game in advance of the official release.

‘Hero Management Agency’ is a 2D graphic-based point-and-click story-driven game set in Korea in the 2010s. Players receive a whistleblower tip regarding a mysterious explosion in a low-income area and an incident surrounding it that has been covered up for 20 years.
To uncover the truth, the player infiltrates the ‘Hero Management Agency,’ a national organization responsible for managing and dispatching superpowered individuals, by posing as a new employee.
The game puts the fun of analog investigation front and center, where players process documents and examine the company intranet and terminals to find hidden records within an interface modeled after an old Windows operating system (OS).

The game is strictly divided into a double life of day and night. During working hours, you must cross-reference incoming dispatch requests against the manual to approve or reject them. Since a single mistake can lead to immediate dismissal, it creates a sense of tension as you meticulously handle your assigned administrative tasks.
In particular, the heroes on the list each have their own unfortunate circumstances, so the player is constantly conflicted about whether to grant their requests or coldly follow the rules.
After work, a full-scale investigation begins. You must reconstruct the truth behind the tragedy of 20 years ago by gathering fragments of the truth hidden deep within the company database. Whether to expose the truth uncovered through the investigation to the world or to remain silent for your own safety depends entirely on the player’s choice.
According to the Steam store page, it is also possible to play as a civil servant who is solely devoted to the agency’s duties while completely ignoring the truth.
Transparent utilization of 2D graphics simulating an outdated office environment and generative AI
Tags registered on Steam include ‘2D’, ‘Dystopia’, ‘Investigation’, ‘Detective’, and ‘Modern’, and it perfectly recreates the clunky OS interface of the past to visually maximize the dystopian conspiracy theory atmosphere.
The developer drew attention by transparently disclosing the usage of generative AI on its Steam page. They explained that AI was utilized during the planning stage for the initial drafts of some images and illustrations, and that the final results were personally reviewed and refined by the developers before being incorporated into the game.
The minimum PC specifications are Intel Core i3-4340 / 4GB RAM / Intel HD Graphics 4400, and the recommended specifications are Intel Core i5-8400 / 6GB RAM / GeForce GTX 1050; it is well optimized so it can run smoothly even on a general office PC. Approximately 2GB of storage space is required.
