The player takes on the mission of uncovering the truth behind a mysterious case by posing as a new recruit in the Operations Division of the Hero Management Agency while concealing their identity as a reporter.

The player works as a new employee in the Operations Division of the Hero Management Agency and is responsible for reviewing and approving or rejecting requests for the dispatch of Enhanced Personnel.
You must verify the photos and personal details attached to the request, review the budget, leave, and injury status, and approve it in accordance with regulations. Since repeated mistakes can lead to dismissal, you must perform your duties outwardly like an exemplary public official.
However, the choices made on the approval board are not merely administrative procedures. The Ganghwa residents who submitted the requests each carry their own stories and circumstances, and the player is constantly forced to deliberate whether to apply the regulations strictly or grant exceptions.
The real story begins after work. Intranets, internal messengers, and old console terminals remain throughout the office. The player searches through bulletin board records, examines colleagues’ conversations, and tracks down old logs left in the terminals to find clues to a systematically covered-up incident.
Of course, faithfully performing your assigned duties without uncovering the truth is also a choice. It is up to the player whether to gather all the clues and expose them to the world, or to choose silence.
