    ‘Bureau of Hero Affairs,’ a public agency infiltration reporting simulation currently under development by Korean one-person developer Indigoblue Studio, has unveiled its Steam store page and first reveal trailer.

    The game is currently under development with a target release in the first quarter of 2027 and is planned to support Korean, English, Japanese, and Simplified and Traditional Chinese.

    ‘Hero Management Agency Operations Division’ is set in the ‘Hero Management Agency,’ a national organization responsible for managing and deploying heroes. The story begins as reports of an explosion in a low-income residential area resurface after 20 years.

    The player takes on the mission of uncovering the truth behind a mysterious case by posing as a new recruit in the Operations Division of the Hero Management Agency while concealing their identity as a reporter.

    The choice on the approval board: follow the rules or uncover the truth?

    The player works as a new employee in the Operations Division of the Hero Management Agency and is responsible for reviewing and approving or rejecting requests for the dispatch of Enhanced Personnel.

    You must verify the photos and personal details attached to the request, review the budget, leave, and injury status, and approve it in accordance with regulations. Since repeated mistakes can lead to dismissal, you must perform your duties outwardly like an exemplary public official.

    However, the choices made on the approval board are not merely administrative procedures. The Ganghwa residents who submitted the requests each carry their own stories and circumstances, and the player is constantly forced to deliberate whether to apply the regulations strictly or grant exceptions.

    The real story begins after work. Intranets, internal messengers, and old console terminals remain throughout the office. The player searches through bulletin board records, examines colleagues’ conversations, and tracks down old logs left in the terminals to find clues to a systematically covered-up incident.

    Of course, faithfully performing your assigned duties without uncovering the truth is also a choice. It is up to the player whether to gather all the clues and expose them to the world, or to choose silence.

    The gloomy atmosphere characteristic of bureaucracy seeping into the old office

    The ‘Hero Management Agency Operations Division’ adopts 2D graphics reminiscent of an old Windows-based office environment. Through daily tasks involving switching between documents, the intranet, messengers, and console terminals, it expresses the stifling atmosphere unique to public institutions and the tension hidden beneath the surface.

    As can be seen from the Steam tags, the work aims for an atmosphere that combines dystopia, mystery, and social criticism. Instead of flashy superhero action, the core of the game lies in the process of tracking down uncomfortable truths hidden within the piles of bureaucratic paperwork.

    The development team announced via their Steam page that they utilized generative AI as an auxiliary tool in the drafting process for some images and illustrations. However, they also disclosed that all final products used in the actual game were completed after being personally reviewed and modified by the developers.

    A unique superhero world created by a Korean solo developer

    Indigo Blue Studio is a one-person development studio based in Korea that is independently handling both the development and publishing of ‘Hero Management Agency Operations Division’.

    The game is characterized by its take on the familiar superhero theme and presents it through the realistic lens of public administration and media coverage, rather than through flashy battles. It offers unique gameplay where players uncover secrets hidden by the organization by reviewing documents and tracing records.

    Targeting Q1 2027 launch… Wishlist registration begins

    Development of ‘Hero Management Agency Operations Division’ is currently in full swing. Starting with the launch of the Steam store page, the developers plan to sequentially release trailers, screenshots, and more to introduce the game’s worldview and systems.

    The presence of the ‘Hero Management Agency Operations Division’ is distinct solely by its unique concept of combining the administrative system of state power with investigative journalism.

    In particular, curiosity is already mounting regarding how the gameplay will unfold the processes of document screening, undercover reporting, and tracking down the truth hidden by the organization.
