On November 14th, the Ministry of Culture, Sports and Tourism (Minister Choi Hwi-young) and the Korea Creative Content Agency (Acting President Yoo Hyeon-seok, hereinafter referred to as KOCCA) shared the results of the second phase of ‘Global Webtoon Games’, a representative project that supports the market entry of small and medium-sized game companies based on K-webtoon intellectual property (IP), together with Google Play and Naver Webtoon, at ‘G-STAR 2025′ held at BEXCO in Busan. They also discussed plans for the third phase of the project to expand game companies’ entry into overseas markets.

This event was attended by key figures from three organizations, including KOCCA Acting President Yoo Hyun-seok, Naver Webtoon’s IP Business General Manager Nam Gyeong-bo, and Google Play’s Asia Pacific Partnership Managing Director Paula Wang, who held a representative meeting. The meeting discussed ▲the direction of the third phase of the business in 2026 ▲strengthening the content IP management system ▲game promotion and service cooperation measures, and decided to expand support to PC platforms in addition to mobile starting from the third phase.
Also, at the Google Play joint booth stage, the second round of supported works based on K-webtoons were revealed for the first time, attracting great attention from the visitors. ▲Mobisoft (CEO Song Won-young) presented a game of the same name based on the fantasy webtoon , which depicts the revenge of a dungeon explorer, and ▲Funny Pack (CEO Kim Young-ho) presented a game based on the dark fantasy webtoon , which depicts the process of a high school student becoming a ‘hero of another world’, saving the world, and then returning to reality.
Additionally, the discussion event, which featured the two developers and influencer Woo Jung-ing, received a great response from the audience as they shared the game development process and behind-the-scenes stories of production.
K-webtoon-based games are entering the global market through public-private partnerships, driving the expansion of the industrial ecosystem.
The ‘Global Webtoon Games (Webtoon IP Linked Game Production Support)’ project is a representative K-webtoon-based production support project being promoted by KOCCA, Google Play, and Naver Webtoon to support game production utilizing K-webtoon intellectual property (IP) and the global expansion of small and medium-sized game companies.
In the first project in 2022, three companies, ▲Billionaire Games, ▲Super Jam, and Growing Seeds, were supported for two years, and in the second project in 2024, five companies, ▲Mobisoft, ▲Funny Pack, ▲Soul Games, ▲Red Dot Games, and ▲Story Taco, were supported, for a total of eight companies participating in game production. Of these, ▲Red Dot Games and ▲Story Taco have released games, and six companies are in the process of production or are about to release games. Recruitment for companies participating in the third project is scheduled to be announced early next year through the KOCCA website.
In this project, ▲Google Play was in charge of overseas marketing and international platform promotion, ▲Naver Webtoon was in charge of providing webtoon intellectual property and project management/promotion support, and ▲KOCCA was in charge of administrative support such as discovering excellent companies and providing production cost support, establishing a three-party cooperation system.
KOCCA Acting President Yoo Hyeon-seok said, “Games utilizing webtoon intellectual property (IP) are establishing themselves as a key industry leading the global expansion of K-content,” and added, “Through continued cooperation with private platforms, we will further solidify the regional game industry ecosystem and actively support games based on webtoon intellectual property (IP) to advance to the next level in the global market.”
